Project Stargazer, abbreviated SGZR, was a top-secret CIA program tasked with capturing a live Yautja specimen for study. The program was to be the successor to the OWLF.[1]
According to Dutch, Stargazer was made up of disavowed agents and soldiers from other organizations, explaining their ruthlessness and lack of ethics. One of its prominent members, Will Traeger, ordered the death of Casey almost immediately after Fugitive escaped from their facility, despite her willing help previously and Casey not being explicitly identified as a danger to the organization. Not all employees were immoral however; Sean Keyes and several other ex-OWLF members were simply drafted to Stargazer following the shutdown of the original group.
Following the events resulting in substantial casualties Stargazer was ultimately shutdown by the government, replaced by the reinstated OWLF with Sean Keyes rejoining. Some remnants of Stargazer chose to go underground and continued operation illegally, setting themselves up as arms dealer of alien technology. Dutch considered them to be a threat that needed to be dealt with.
