The submachine-gun was designed by Armat Battlefield Systems originally for Brazilian counter-terrorism forces operating in the favelas on Earth. Its reliability led it to be used by rear-area forces, military police and urban assault teams. The M39 thus became among one of the most successful Armat firearms just after the M41 Pulse Rifle series.

The M39 submachine-gun was used by Colonial Marines from the USS Endeavor.
