Almirante de la Flota Joëlle de la Cruz was the Secretary of Defense for the United Americas Allied Command. Formerly of the Latin American Colonial Navy, de la Cruz believed that the antiquated Outer Rim Defense Fleet had the potential to present as a unified force of the United Americas, and strove to restore its reputation. Her command ship was the UAS Montevideo.
