Allen "The Axe" Adkins was a British gangster /enforcer for the Monarch. He was brought to the preserve. He was found by the Sandpiper, but was killed by a predator in 2262.

In an interview with the Predator & pREY podcast, writer Ed Brisson revealed that the character he referred to as "Allen the Axe," was partially inspired by a character named Harold Shand, played by Bob Hoskins, from the 1980 British gangster film The Long Good Friday.
